      BISCAYNE APPAREL AND HEALTHTEX SIGN LETTER OF INTENT
                 TO MANUFACTURE UNDER LICENSE 
             A NEW CHILDREN'S OUTERWEAR COLLECTION

CLIFTON, NJ - (August 8, 1997) Biscayne Apparel, Inc. (ASE:BHA) today announced
that its M&L International, Inc. subsidiary has signed a letter of intent with
Healthtex to manufacture a new collection of children's outerwear under the
Healthtex brand name in sizes newborn through 16 for girls and newborn through
7x for boys. The outerwear products include jackets, pramsuits, windsuits, one-
and two-piece snowsuits, and padded vests. Initial shipments are targeted for
delivery in Fall 1998.

Healthtex, a division of VF Corporation (NYSE:VFC), an international apparel
manufacturer, manufactures moderately-priced, everyday children's playwear
designed for durability, ease of care, and easy dressing. Its playwear is sold
through department, chain, and kid's specialty stores nationwide.

Kurt C. Gutfreund, President of M&L International and Vice Chairman of Biscayne
Apparel, commented, "The addition of Healthtex to our family of licenses
enhances the range of our girl's and children's apparel with a well-known
playwear manufacturer. Our goal is to deepen Healthtex's penetration of the
children's market through M&L's distribution channels."

M&L International is one of the largest children's outerwear manufacturers in

it owns, and Starter, which it licenses. M&L's sportswear and swimwear products
